Specific objectives
The specific objective is to assess the achievements of the project, particularly with regard to impact and sustainability of the various interventions by different project components, and to advise on the opportunity of extending programme activities and, if that is the case, in what form.

The mission will:

a)review the implementation of the activities of the project and the results achieved so far in line with the implementation plan and the logical framework.;
b)assess the position and role of NSAF in the Zimbabwe civil society and its added value
c)Document the impact of the programme on beneficiary organisations in various sectors and civil society at large;
d)review the organisational governance systems as well as institutional arrangements and partnerships and assess the extent to which they have contributed to implementing the programme
e)document and assess the roles of various key stakeholders;
f)assess the impact of the external environment on the implementation of NSASP;
g)identify possible bottlenecks and shortcomings in the implementation of the programme and suggest possible ways of overcoming them.
h)generate lessons that could guide the implementation of a possible future EC supported programme that could be drawn along the similar objectives as the NSASP;
i)review the NSASP sub granting system and recommend on a way forward;
j)analyse and assess the relationship between the forum and its membership.
k)identify and comment on strengths, weaknesses, opportunities and threats of the NSASP


Requested Services
The framework for the evaluation will follow the five EU evaluation criteria taking into account the particular situation of the project and the realities on the ground.

The main issues to be evaluated:
In this review, the impact, relevance, efficiency and effectiveness of the programme should be assessed.

Requirements :


Minimum Qualification: Masters Degree in Social science or equivalent qualification.

Minimum of 10 years working experience in developing countries, in the management of projects of non-state actor groupings. Experience in working with umbrella organisations and networks. The Consultant should have experience in institutional transformation and capacity building. Evaluation experience of EC funded programmes and other donor-funded programmes will be an added advantage.

The working language of this assignment is English.
